Catskill Center Comments on DEC’s Draft Policy for Other Power-Driven Mobility Devices on DEC Lands
March 12, 2026—Arkville, NY: The New York State Department of Environmental Conservation (DEC) recently released a draft policy outlining the use of Other Power-Driven Mobility Devices (OPDMDs) on lands managed by the agency and opened a public comment period.
According to DEC, the proposed policy establishes a process for determining where OPDMDs may be used by individuals with mobility disabilities to access outdoor recreational opportunities, including hiking, bicycling, hunting, fishing, and wildlife viewing on DEC lands. The policy would replace Commissioner Policy 3 (CP-3), Motorized Access Program for People with Disabilities.
The Catskill Center is committed to protecting the ecological integrity of the Catskill Park and Forest Preserve, while also supporting thoughtful efforts to expand access to the outdoors for people with mobility disabilities. The Catskills Visitor Center reflects this effort and is designated as a DEC Accessible Recreation Destination, featuring an accessible facility and trail system to help more people experience the Catskills.
Improving accessibility remains an ongoing priority. The Catskill Center was recently awarded a DEC Smartgrowth Grant to support accessibility improvements at the Catskills Visitor Center, including the installation of a new ADA-accessible trail connection and interpretive signage to help guide and inform visitors.
Because meaningful and equitable access to the Catskills is an important goal, the Catskill Center submitted comments on the draft policy. Our recommendations emphasize clear communication to the public, a straightforward process for obtaining permits, and effective guidance and training to support successful implementation.
